The Lucas County commissioners approved a number of road and capital improvement projects at the June 20 meeting.
Several road improvements focused on roundabouts in and near Springfield Township, The commissioners authorized the purchase of property for the Garden and Albon roads roundabout. They purchased parcels from Bernice M. MacQueen and Jeffery R. MacQueen for $1,101 each.
They also purchased a parcel for the Salisbury and Holloway roads roundabout from Andrew J. and Kaela R. Rectenwald for $9,990.
In addition, the commissioners amended an agreement for the purchase of property at the Bancroft Street and McCord Road roundabout project.
Compensation for the parcel was based on a valuation by a licensed appraiser and is for $75,333. It is being acquired from Rex D. and Constance M. Shook.
In another roundabout project, the commissioners entered into a joint cooperation agreement with Monclova Township for the proposed roundabout at Waterville- Monclova and Monclova roads.
Facilities
Two contracts were awarded, one of which was to United Roofing and Sheet Metal Inc. of Holland for roofing repair at 1100 Jefferson Avenue and 1049 South McCord Road. Cost for the work is $707,000.
They also contracted with American Property Preservation of Toledo for insulation removal at the county solid waste facility, 1011 Matzinger Road at a cost of $59,000.
The board agreed to seek bids for parking lot and paving improvements for the vehicle maintenance building and correction center at 644 State Street and 1622 Spielbusch Avenue, respectively. The engineer’s estimate for the project is $442,677.
The commissioners also agreed to advertise for bids to repair the roof at the correction center. Estimated cost for the project is $260,000.
Other Business
In other business, the commissioners:
•Approved the purchase of a Vactor sewer cleaner truck from JDC Inc. through Sourcewell pricing at a cost not to exceed $650,000.
•Contracted with CBRE for owner’s representative services for renovation of the county building at 333 North Summit Street for an amount not to exceed $223,600.
They also entered into an agreement with the Collaborative for architectural and engineering services for the building at a cost of $248,892.
•Amended a community partnership agreement to reflect a change in the grantee from Urban Sight, which is no longer a partner, to the Mercy Health Foundation. The foundation is providing $150,000 toward lighting for the Glass City River Wall.
•Nominated 31 county residents to the local emergency planning committee, including Springfield Township Fire Chief Barry Cousino and county Commissioner Tina Skeldon Wozniak.
•Approved several personnel matters following an executive session.
The board promoted Sarah Elms to director of communications at an hourly salary of $40.72.
They also appointed Owen Moore, utilities laborer in the sanitary engineer’s department, $20.55/hr, and Mario Carter canine care technician for canine care and control, $17.02/hr.
•Entered into an agreement with Woolpert Inc. of Dayton for implementation of CityWorks permit, licensing and land software system at a cost not to exceed, $200,000.
•Rescinded the vehicle weight limit for the Centennial Road bridge after an engineering consulting firm hired by the county engineer’s office determined that a load limit is not warranted.
•Appointed Eric Grosswiler to the Toledo Lucas County Plan Commission for a two-year term expiring May 31, 2025.
•Renewed a license support agreement for Group-Wise email licenses with Micro Focus Software Inc. of Provo, Utah. The agreement runs through June 30, 2024.
•Approved a two-foot anti-vehicular easement for 3653 Albon Road.
•Accepted into the Lucas County drainage program the ditch at King Road and Sylvania Avenue after determining it meets state requirements.
•Authorized a 10-year simple interest loan agreement for sanitary sewer at 7339 Angola Road.
•Entered into the Ohio Department of Job and Family Services and Ohio Department of Medicaid subgrant agreement for fiscal years 2024 and 2025.
•Agreed to advertise for requests for proposals for construction testing and inspection of parking lot improvements and storm water detention at the new detention center.
•Awarded a contract to Firelands Vending of Sandusky for vending services at various county locations.
•Entered into a memorandum of understanding with the Opportunities for Ohioans with Disabilities.
