Construction of a new Lucas County detention center continues to move forward with an affirmation and agreement approval.
At the June 27 meeting, the county commissioners affirmed the principles related to construction of the detention center. Those principles are:
•Ensuring that economic and workforce development opportunities are available for thousands of individuals in the construction trades that live and work within northwest Ohio by encouraging the greatest amount of local labor participation reasonably possible and that all phases of construction adhere to the county’s project labor agreement requirements.
Further, the board is asking that any modular or prefabricated systems necessary for the project be produced in northwest Ohio by skilled tradesmen and women;
•Ascertaining that underrepresented communities will be bolstered through a goal of 15 percent participation rate for minority-owned and women-owned business enterprises.
•Making sure environment and finite resources will be protected by integrating all appropriate sustainable building and operational elements that result in a net reduction in water, power and waste usage.
The commissioners also entered into an agreement with Lathrop/Ozanne, a joint venture for construction management services pertaining to the building’s construction.
The detention center will be built on property bounded by 12th Street, Southard Avenue, Canton Avenue and an alley north of the Shumaker, Loop and Kendrick law offices.
It will replace the current facility at 1622 Spielbusch Avenue, Toledo.
Other Business
In other business, the commissioners:
•Amended an agreement with Crestline Paving and Excavating for sanitary sewer No. 929 at Angola Road in Springfield Township. An additional $22,459 was needed for materials and labor bringing the new total to $2.3 million.
•Amended an agreement with Holland for residential solid waste and collection services. Republic Services has been contracted to handle refuse collection for the village for a five-year period beginning September 1 and running through August 31, 2028.
•Purchased a 2023 Ford F-250 for canine care and control from Montrose Ford for $46,700.
•Entered into extended agreements for non-emergency Medicaid transporation and Title 20 transportation services with 181 Enterprise, Black and White Transportation, MNM Transportation LLC, RA Cab of Toledo, Weak Ends Transportation and Yellow Cab. The agreements run from October 1, 2023 to September 2024.
The board also entered into an agreement with Black and White Transportation for EMS-related medical transportation for a cost not to exceed $17,500.
•Amended an agreement with Pathway Inc. for the summer youth employment program for an additional $52,415, which brings the total cost to $427,213.
•Agreed to increase the agreement amount with MadAve Group to $21,940 for additional work on the website redesign for Ohio-MeansJobs Lucas County and WorkReady websites.
•Renewed a contract with Harbor Inc. to provide adult and dislocated worker career services at a cost of 199,999. The renewal runs through June 30, 2024.
They also renewed a contract with Harbor to provide one-stop management and universal career services at OhioMeansJobs Lucas County through June 30, 2024 for $650,000.
•Approved the purchase of right of entry for the Airport Highway at McCord road traffic signal from Alexico LLC for $4,001.
•Filed for acquisition of property in connection with the Hill Avenue and Centennial Road roundabout project. They plan to purchase right of way from Mildred E. Clark, trustee for $32,745.
•Approved ditch maintenance petition and assessments for Rivertree subdivision, $13,269 per lot, and Apple Blossom Reserve, $10,698 per lot.
•Accepted a grant of $43,469 from the Statewide Consortium of County Law Library Resources Boards for the services of an executive director, $43,469, and assistant director, $8,194.
•Set a hearing date for the final hearing on the Ford ditch improvement project for 2 p.m., Tuesday, August 1, in the commissioners meeting room.
•Held the first of two public hearings pertaining to revisions of the county soil erosion and sedimentation control rules.
•Passed a resolution urging the state to permit an expanded use of prevention, retention and contingency funds to help assist neighborhoods impacted by natural disasters.
The next county commissioners meeting will be at 11 a.m., Tuesday, July 25, in the commissioners hearing room, first floor, One Government center, Toledo, and is open to the public.
