Roundabouts among Lucas County projects addressed by commissioners

Two roundabouts were among county engineer projects addressed by the Lucas County commissioners at a March 1 meeting.

The commissioners awarded Gerken Paving of Napoleon a roundabout project at State Route 295 and Waterville-Neapolis Road at a cost of $944,838. They also awarded Gerken the county’s 2022 thin overlay project for $748,258.

Development of the Kilburn Road and Sylvania Avenue roundabout will move forward with the purchase of three parcels totaling more than $14,000. The properties will be obtained using license plate fees and gas taxes and are being purchased from David A. Turk, $3,365; Debra L. Hoffman, $2,970, and Robin and Luke Ganzel, $8,385.

In addition, the Lucas County Transportation Improvement District donated a parcel for the Brint and Kilburn roads roundabout.

Other projects approved by the commissioners include the plans, specifications and cost estimate for the 2022 crack sealing program, estimated at $93,800. It encompasses 12.48 miles of county roadway in Harding, Jerusalem, Richfield, Springfield, Spencer, Swanton, Sylvania, Washington and Waterville townships.

The board awarded a mowing price agreement to Precision Irrigation and Lawn Care of Ottawa Lake, Michigan, for $84,674. The agreement reserves the company’s right to renew in 2023 at a cost of $85,670.

In addition, the commissioners authorized the county engineer to enter into a memorandum of understanding with Reno Beach Howard Farms Conservancy District for a topographic drone survey of an existing project and levee system along the Reno Beach boundary.

Other Business

In other business, the commissioners:

•Approved subdivision performance bonds and a final plat for Land Air Commerce Center plat 2, Swanton Township, on the east side of Berkey-Southern Road north of Airport Highway.

Those bonds are $3.5 million for pavement, drainage, water, sewer and other improvements and $170,373 for sediment and erosion control.

•Reappointed Kelly Elton to the Toledo/Lucas County commission on disabilities for a term expiring February 28, 2024.

•Renewed an annual license support agreement for Hyland OnBase software through March 31, 2023 at a cost of $110,289.

•Approved an agreement for professional services between Justice Benefits Incorporated, the county commissioners and juvenile court for $4,500. The contract runs through December 31.

•Agreed to purchase two life squad vehicles for emergency services from Burgess Hearse and Ambulance Sales of Loudonville for $574,154.

•Authorized emergency services to apply for a hazard mitigation grant of $49,999 to fund updates to the county all-natural hazard mitigation plan.

•Entered into an agreement with Fishbeck engineering firm of Perrysburg for the digester upgrade project at the water resource recovery facility. The cost is not to exceed $48,800.

•Amended the chart of positions for the department of canine care and control to add one full-time community engagement manager position. That person will be responsible for engaging with Friends of the Canine Care and Control Department with a focus on fund-raising and grant writing opportunities as well as other public awareness matters.

•Contracted with 15 counties in northwest Ohio to provide autopsy services. They are Allen, Auglaize, Defiance, Erie, Fulton, Hancock, Henry, Huron, Marion, Ottawa, Paulding, Putnam, Sandusky, Williams and Wyandot counties.

•Canceled the board of commissioners meeting on July 19.
