Last month, multiple Toledo-area attorneys began terms on the Ohio State Bar Association board of governors. It is the state’s largest legal network, representing attorneys, judges, legal professionals and law students who are committed to the highest standards in the practice of law.

Vallie Bowman-English was elected by her peers to represent district 4, which includes Lucas, Ottawa and Sandusky counties for a threeyear term. Although this is her first full term on the board, Ms. Bowman-English was appointed to serve during the 2022-23 bar year to complete the unexpired term of current President Michelle Kranz.

Ms. Bowman-English serves as the clerk of court for the Toledo Municipal Court. She is past president of the Toledo Bar Association and the Ohio Association of Municipal/ County Clerks and serves as chair of the Criminal Justice Coordinating Council. She has served on the Ohio Bar Council of Delegates and is a board member of the Ohio Access to Justice Foundation.

She earned her undergraduate degree from the University of Toledo and her law degree from Ohio Northern University.

Robert Salem was appointed to serve as an at-large member of the board of governors.

Mr. Salem is a clinical professor of law at the University of Toledo College of Law. Under his supervision, law students represent disadvantaged clients throughout Ohio in a variety of legal matters and he works with students on several policy and law reform projects locally and statewide.

He previously served as general counsel for the ACLU of Ohio.

He earned his law degree from University of Toledo.

The Ohio Bar board of governors is a 24-member volunteer body that manages the business affairs of the Bar Association, sets policy and reviews legislation on behalf of organization members. While 21 members are elected by attorneys in their respective districts, three members serve as at-large appointees.
