At the May 26 meeting, the Springfield Board of Education updated the five-year budget forecast.
Treasurer Ryan Lockwood presented the forecast, noting that “nothing very major has changed. We are still waiting on the legislature to decide on funding for schools.”
“I’m also waiting on approval from the state for our ESSER II federal grant,” he said, adding that if approved, the $500,000 will supplement food services losses this past school year.
“If we don’t receive it, the general fund will have to cover the losses at fiscal year end.”
Mr. Lockwood attributed the food service deficit to the COVID-19 pandemic, noting that at the end of fiscal year 2020 last June, more than $205,000 had to be transferred from the general fund to cover expenses.
He estimates losses this year to be closer to $500,000. “Currently all students are considered free, so little additional revenue outside of federal subsidies is coming into the food service fund,” he explained.
The treasurer said the pandemic also caused the state to cut $300 million from public education to balance its own budget. As a result, Springfield’s funding was cut by $670,000.
“Unfortunately, the funding cut was carried forward to fiscal year 2021 state funding,” he added.
For the current fiscal year, the treasurer reported total revenues of $43.31 million with expenditures of $42.52 million.
“Fiscal year 2021 estimates are based off current collections for the fiscal year. Although the current housing market seems to be strong in terms of average time on market data, future years are expected to decrease due to increased delinquencies caused by the pandemic,” he said.
Mr. Lockwood projects that expenses will exceed revenues through 2025, and in that year, expenses will outpace revenues by $5 million.
As a result, the district carryover balance of $17 million in 2021 will dwindle to $4.9 million by 2024 and will run a negative balance the following year.

In other business, the board of education:
•Contracted with Lourdes University for the College Credit Plus program in 2021-22.
•Approved an agreement for the Ohio Medicaid school program services with Weswurd. The contract runs July 2, 2021 to June 30, 2022.
•Authorized membership in the Ohio High School Athletic Association for 2021-22.
•Approved four requests to attend professional development meetings, three of which will be held virtually.
