Metroparks approves ice rink contract

With work progressing on the second phase of development at Glass City park in east Toledo, the Metroparks Toledo commissioners entered into a contract for management services at the Glass City ice ribbon, currently under construction.

At the August 31 meeting, the park commissioners engaged Rink Management Services Corporation of Virginia at a cost not to exceed $400,000 over a two-year period.

The company will plan, operate, produce, direct and provide all services, labor and materials for successful operation of the ice ribbon, explained Mike Keedy director of enterprise development.

The total cost includes a monthly management fee of $11,850 to cover an onsite team that will include a general manager, shift manager/ice resurfacer and up to eight employees to handle admissions, skate rental and serve as skate hosts.

Mr. Keedy anticipated a soft opening of the rink from December 29, 2022 to February 10, 2023. “The second full public season is anticipated from November 8, 2023 to February 23, 2024,” he added.

In addition to the ice ribbon, the commissioners approved a contract increase with the Lathrop Company of $975,000 or 3.05 percent of Continued from page 1 the overall projected cost.

“These funds will be used to cover restaurant structural, architectural, mechanical, electrical and plumbing revisions and additions; the beneficial reuse of dredge material across the site to improve soils and planting success, and the addition of the Hylant Garden,” said Jennifer Van Horn, director of planning and capital projects.

The commissioners also amended the 2022 appropriations to reflect an increase of $14 million to support construction of the Glass City riverwalk.

Other Business

In other business, the park board:

•Recognized 13 employees for their years of service to Metroparks. They are Kim High, master interpreter, 36 years; Bob Heckman, park services supervisor, 32; Jon Zvanovec, senior project manager, 29; Becki Braley, park technician, 27; Jim Cassidy, patrol supervisor, Tracy Gallagher, ranger, Karen Menard, research and monitoring supervisor, and Brad Navarre, chief of rangers, 26, and Scott Carpenter, director of public relations, Mark Elton, ranger, Tyler Lehman and Jim Shaw, park maintenance and construction, and Dave Zemnicki, park maintenance, 25.

•Amended a purchase order for Wright Express Fleet Services to reflect an increase in the cost of gasoline and diesel fuel. The original amount of $183,900 has been increased to $253,900.

 

•Approved bills for July totaling $9.74 million.

•Entered into a professional services contract with Woolpert, Inc. for $152,350. The company will provide architecture and engineering services for the Swan Creek swinging bridge project, including preliminary and final design plans, estimate of probable cost and construction documents pertaining to the removal and replacement of the existing swing bridge. The original bridge constructed in 1984 has “taken a beating over the years,” said Doug Parrish, project engineer.

•Authorized Allen Gallant, director of community development, to apply for a navigational aids grant through the Ohio Department of Natural Resources division of watercraft. The buoys on the Maumee River at the Providence park dam will be replaced with new ones in 2023. “The buoys are about 400 feet upstream of the dam to warn users of the impending danger,” Mr. Gallant said, adding that Metroparks is responsible for placement of the buoys.

•Declared as surplus equipment a 2019 Ford Ranger housed at Secor park. The vehicle was identified as being optimal for trade in.

The next park board meeting will be at 8:30 a.m., Wednesday, September 28, and is open to the public. The location has yet to be determined.
