Four easement acquisitions were accepted by the Lucas County commissioners at the November 30 meeting.
According to the county engineer’s office, the sanitary sewer easements are on Angola Road. Amounts awarded were $75 for 0.012 acres owned by Kenneth and Geraldine Moon; $2,000, 0.04 acres, Raymond and Barbara Robasser; $1,020, 0.034 acres, Ronald T. Klumm, and $390, 0.0073 acres, Christina and Gina Martinez.
The commissioners also approved the plans, specifications and cost estimate for the engineer’s 2022 thin overlay project.
Asphalt pavement resurfacing will be performed on 5.28 miles of Crissey and Dutch roads, Hill Avenue, two sections of King Road, Nebraska Avenue, Old State Line Road and Sylvania Avenue. The estimated cost is $791,000.
Additionally, the specifications for a bridge removal and replacement were awarded for Sturbridge Road in Sylvania Township. The county engineer estimates the cost at $133,176.
The commissioners also approved a simple interest loan for Michael and Jared Rose, 2301 Gunn Road. They sought a maximum of 10 years to make the annual payments for a water supply line.
Engineer’s Fees
The commissioners approved a schedule of fees and costs for services performed by the county engineer. Fees, which take effect January 1, represent the actual cost of services based on current pay rates for employees and reflect efficiencies in the city works public asset and permitting management system.
Permit fees are charged for utilities right of way review; enclose or connect; sidewalk and grading; grading and drainage; floodplain development; stormwater pollution prevention plan; access management; private development/site plan review; construction plan review, and sanitary sewer and waterline plan review.
Other Business
In other business, the commissioners:
•Approved an agreement with the Ohio Department of transportation for the Hill Avenue and McCord Road roundabout project. The engineer has received $1.5 million in funding for the project.
•Agreed to seek bids for mowing of county rights-of-way. The engineer estimates the project will cost $90,000.
•Approved the purchase of three tandem axle snow and ice control truck equipment packages from Henderson Products of Bucyrus at a cost of $268,911.
•Awarded a contract to Regent Electric of Toledo for $194,977. The company will replace the uninterruptible power system at the emergency medical services building, 2144 Monroe Street.
•Authorized a contract on behalf of the county auditor’s office with Richard Hoffman of Local Government Services to provide professional managerial and fiscal consulting services from September 2021, to December, 31, 2022, at a cost not to exceed $32,000.
•Amended the term of an agreement with Crime and Justice Institute for pretrial technical assistance. Due to unforeseen circumstances, the contract has been extended to May 31, 2022. It had been set to expire November 30.
•Entered into an agreement between Toledo Public Schools and the county juvenile court to operate a truancy mediation program at a cost of $95,703. The agreement runs through September 30, 2022.
They also entered into agreements with TPS for expectant and parenting student program services, $95,000 and truancy prevention programming, $305,000.
•Reached an agreement with Farm Labor Research Project, Campaign for Migrant Worker Justice, to provide employment readiness and youth empowerment programming at a cost of $182,926.
