In addition to announcing plans for the future of the Lucas County Rec Center (February 22 Journal), the county commissioners conducted other business including staffing and board appointments at the February 15 meeting
The commissioners appointed and reappointed members to the Workforce Development board. Reappointed to represent business were Lee Daher, Regional Council of Carpenters; Scott Hayes, Toledo Refining Company; Jeremy McLaney, Detroit Manufacturing Systems; Steven Stockdale, Buckeye Broadband and Kristy Valleroy, Maumee Bay Lodge. Given new appointments were Laura Jenkins, Associated General Contractors of Northwest Ohio and Sue Cuevas, Nueva Esperanza Credit Union.
Representing the workforce are Tom Dimitrew, Toledo Public Schools, reappointed, and Dave Takats, Goodwill Industries of Northwest Ohio, and Ryan Webb, International Association of Heat and Frost and Insulators and Allied Workers, new appointments.
In the government sector, Jeremy Knisely of Ohio Department of Job and Family Services, was reappointed along with David Conover, higher education, Northwest State Community College. Linda Parra of Nuestra Gente Community Project, was appointed to represent community development. All terms run through October 31, 2023.
The commissioners also appointed Kaitlyn Ardner to fill the full-time vacant position of canine care center supervisor. She will receive an hourly salary of $24.67.
Michael Beazley was appointed as interim representative to the OneOhio Recovery Foundation and county administrator Megan Vahey Casiere will serve as the alternate.
County Engineer Projects
Five area companies were awarded engineering materials price agreements. They are Asphalt Materials of Oregon, $125,000; Gerken Materials of Napoleon, $75,000; Hanson Aggregates of Sylvania, $50,000; Shelly Materials Inc. of Findlay, $25,000, and Stoneco Inc. of Findlay, $25,000.
Commissioners also awarded a roundabout project to Crestline Paving and Excavating of Toledo for $764,588. A roundabout will be constructed at Monclova and Weckerly roads.
In addition, two change orders were approved. The first was to Crestline Paving for the 2021 Ohio Public Works Commission resurfacing project. The total cost, $309,250, exceeded the estimate by $9,416.
A second change order was approved for Geddis Paving and Excavating for Kilburn Road resurfacing and shoulder improvements. The change order for $30,776, brings the project cost to $1.09 million.
The commissioners also authorized the county engineer to apply for a FEMA hazard mitigation assistance program grant for two residential projects at 8056 Cedar Point Road, Jerusalem Township, and 11025 Dorr Street, Spencer Township. The flood hazard mitigation is expected to cost $178,000 and $169,000 respectively.
Other Business
In other business, the commissioners:
•Entered into an agreement with Enterprise FM Trust to lease 10 vehicles and sell 10 vehicles for the sheriff’s department at an estimated annual lease payment of $141,305.
•Approved the 2022 Davis-Besse Nuclear Power Plant emergency response plan.
•Renewed EMS billing collection services with Change Healthcare for $190,000. The one-year renewal period begins July 1.
•Entered into an agreement with Advance Staffing Solutions to provide the Job and Family Services department with payroll services from February 1 to July 3 at a cost not to exceed $80,000.
•Authorized the facilities department to seek bids for hardware and maintenance upgrades at the county jail, estimated to cost $278,994; professional recreation consulting services for the county rec center, and demolition of the Ned Skeldon Stadium, 2901 Key Street, Maumee, expected to cost about $1.1 million.
•Entered into a policy for specific stop-loss reinsurance with Union Labor Life through National Medical Excess for $562,000. The one-year agreement takes effect March 1.
•Continued an agreement with Mannik and Smith Group for post-closure care at the former King Road landfill through January 31, 2023 at a cost of $45,225.
They also extended an agreement through the end of March with Tetra Tech of Toledo, for rehabilitation of the sanitary sewer 500 interceptor.
•Amended an agreement with Rexel USA Inc. of Solon, Ohio, for generator commissioning at the water resource recovery facility. The amendment extends the contract through May 31, due to an equipment delivery delay.
•Approved the county engineer’s six-year capital improvement program. Funds for the program are derived from the gas tax, license plate funds, township funds, state and federal grants and stormwater utilities.
