Lucas County commissioners create new department within human resources

The Lucas County commissioners have created a new department within human resources.

At the November 8 meeting, the commissioners approved the formation of a systems solutions department and the transfer of positions and employees as well as title changes.

Positions to be transferred to the new department include director of systems solutions from administration; HCM/HR functional manager from human resources, and ERP/EPM functional manager from office of management and budget.

Staffing the positions will be Asha Barnes, director; Laura Bowerman, HCM/HR functional manager, and Julie Salazar, ERP/EMC functional manager.

In other personnel matters, the commissioners hired Tristan Contreras as canine career technician for the department of canine care and control, $15.88 per hour, and Brianna Douglas, clerk for the department of job and family services, $15.13 per hour.

Other Business

In other business, the commissioners: •Accepted the county engineer’s 2023 cost estimate of $1,497,600 for the purchase of a loader, bucket truck, conveyor, vactor truck, boom mower, 22 vehicles, truck accessories, machinery, tools, equipment and special wear apparel.

•Entered into a joint cooperation agreement with Lucas County Soil and Water District for annual maintenance of drainage improvements.

•Amended an agreement with E.R. Zeiler Excavating of Temperance, Michigan, for gas line repair at Shoreland Avenue and Holliday Drive for $18,743.

•Authorized solid waste management to apply to the Ohio EPA for a recycling grant of $75,000 which would go towards a correct recycling educational campaign.

•Entered into agreements with Zepf Center for fatherhood services, not to exceed $85,000, and juvenile court for case management services, not to exceed $798,000.

•Modified an existing system maintenance and upgrade agreement with Motorola Solutions for $200,000.

•Entered into agreements with Area Office on Aging for kinship services, $114, 920; Food for Thought for emergency food services, $24,978; children services for kinship navigator services, $89,920, all effective through September 30, 2023.

November 1 Meeting

At the November 1 meeting, the commissioners:

•Accepted plans and a cost estimate for the Laskey Road resurfacing project. The engineer’s office estimates the cost to be $360,000.

Commissioners also approved plans, specifications and a cost estimate of $1.5 million for the 2023 Ohio Public Works Commission resurfacing project.

•Approved a professional services agreement with Stephanie Williams for services as a co-parenting mentor for the healthy baby and support treatment and recovery courts for $46,500.

•Entered into agreements with Zepf Center for Safety Net Runaway Homeless Youth emergency shelter services, not to exceed, $46,500; Area Office on Aging of Northwestern Ohio for plan for home services, $180,000; After-School All Stars Inc. for after school programing, $200,000; Children’s Hunger Alliance for food program services, $40,000; Hospital Council of Northwest Ohio for development and implementation of a community health improvement plan, not to exceed, $14,000; Hospital Council for Pathways HUB regional care coordination, not to exceed $46,500, and juvenile court for Healthy Baby Court co-parenting mentor services, not to exceed $46,500. All agreements run through September 30, 2023

•Approved a memorandum of understanding between the county department of job and family services and health department for management and distribution of safe sleep items to eligible parents in the county.

•Extended an agreement for legal services with Bricker and Eckler law firm at a cost not to exceed $200,000.

•Approved a change order with Vernon Nagel Inc. of $1,506 for the 2022 culvert program.

•Appointed Shane Smith as plant maintenance $21.32 per hour.
