At the March 21 meeting, the Lucas County board of commissioners awarded contracts as requested by the county engineer and approved facilities contracts.
The board awarded Gerken Paving Inc. of Napoleon the 2023 Ohio Public Works commission resurfacing project. The first phase of the work will cost $2.43 million.
They also contracted with National Industrial Maintenance Inc. of East Chicago, Indiana, for the 2023 crack sealing program for $76,040. The project came in under the engineer’s estimate of $91,000.
At county engineer Mike Pniewski’s recommendation, the commissioners rescinded a truck traffic restriction on Mitchaw Road.
He noted that improvements have been made to the road. Mitchaw also will be part of a detour route during construction of the Brint and Centennial roundabout, necessitating the need to lift the restriction.
With regard to facilities, the commissioners awarded Westfield Electric Inc. of Gibsonburg the jail generator upgrades for $537,620, which was below the engineer’s estimate of $664,838.
Also receiving an upgrade will be the Court of Common Pleas which will have its building automation system updated. Palmer Conservation Consulting of Toledo was awarded the contract for $65,297.
Personnel
A number of personnel actions were taken by the commissioners.
They appointed Deb Flores and John Jones to the Toledo Zoological Society’s board of directors. The threeyear terms run through March 31, 2026.
The board also promoted Mary Kunckel to director of support services at a pay rate of $49.53 per hour.
In addition, they appointed Justin Richmond to deputy clerk of the board. His annual salary will be $77,221.
Another employee, Kwinlyn Taylor, was approved for a lateral transfer to project manager with the planning and development department at a pay rate of $29.92 per hour.
For the corrections center, the commissioners contracted with Stefanie Fox and Weira Payton to provide certified nurse practitioner services for inmates at a cost of $9,600 and $18,000 respectively. Their contracts runs through September 21.
The board also approved an agreement for medical services with Dr. Steven Dodd, Detention Medical LLC, through August for $33,900.
Other Business
In other business, the commissioners:
•Entered into partnership agreements totaling $300,000 with the Italian Bowl, $50,000; Toledo Jeep Fest, $50,000; Connecting Kids to Meals, $100,000, and Above and Beyond Care, $100,000.
•Approved an easement agreement with Neighborhood Health Association of Toledo for 110 14th Street, 1310 Monroe Street and 105 North 13th Street in Toledo.
•Renewed auto liability insurance with the Hylant Group for $306,832, and medical professional liability insurance with the company for $118,150.
•Approved the purchase of a Heil half/pack front loader from Bell Equipment of Lake Orion, Michigan, through Sourcewell Pricing for $431,342.
•Entered into an agreement with the Family and Children First Council to fund the special projects and outreach specialist position at a cost of $39,398.
•Authorized a simple interest loan agreement for 12 years at no interest against real estate on a sanitary sewer improvement at 8010 Hill Avenue.
•Accepted a justice assistance grant for $34,848 from the Office of Criminal Justice Services to provide electronic monitoring for the juvenile court.
